The UK government has implemented a partial suspension of certain arms exports to Israel, citing concerns that these exports could potentially contribute to “serious violations of international humanitarian law.” The decision affects approximately 30 of the 350 export licences currently in place, though it does not represent a complete ban or an arms embargo, according to a statement made by Foreign Secretary David Lammy in the House of Commons.
The Labour Party administration, under pressure to adopt a firmer stance regarding the conflict in Gaza, made this move following its July general election victory. Lammy, addressing Parliament upon its return from summer recess, explained, “It is with regret that I inform the House today that the assessment I have received leads me to conclude that certain UK arms exports to Israel carry a clear risk of being used to commit or facilitate serious violations of international humanitarian law.”
The UK does not directly supply weapons to Israel but regulates the arms trade through export licences granted to British companies. The suspension is being enacted under the strategic export licensing criteria, which prohibits exports if there is a perceived risk that the items might be used to violate humanitarian principles related to humanitarian aid, detainee treatment, or military conduct.
Lammy emphasized that the review conducted by his department was initiated in response to concerns he raised while in Opposition and was conducted in accordance with the procedures established by the previous Conservative government. “We have rigorously followed every stage of the process,” he said, clarifying that the review is intended to evaluate risks rather than adjudicate on Israel’s compliance with international law.
“This is a forward-looking evaluation and does not pre-empt any future legal determinations by competent courts,” Lammy added.
Despite the suspension, Lammy reiterated the UK’s support for Israel’s right to self-defence under international law and affirmed the continuation of collaborative efforts with Israel to address threats from Iran.
