Ukraine’s Foreign Minister Kuleba Steps Down Amid Government Overhaul and Intensified Russian Attacks

In a significant development ahead of a major government overhaul, Ukrainian Foreign Minister Dmytro Kuleba resigned on Wednesday. The resignation comes as Ukraine braces for what is anticipated to be the largest Cabinet reshuffle since Russia’s invasion in February 2022.
Kuleba, who has been a prominent international figure and a key advocate for Ukraine’s interests abroad, did not provide a reason for his departure. Parliamentary Speaker Ruslan Stefanchuk confirmed that Kuleba’s resignation will be reviewed in the next parliamentary session. The shake-up follows the resignation of four other Cabinet ministers on Tuesday, signaling a substantial reshuffle as President Volodymyr Zelenskyy prepares for critical challenges ahead.
Zelenskyy had hinted at a forthcoming reshuffle as Ukraine nears the 1,000-day mark of the war and prepares for a potentially harsh winter. The conflict with Russia has severely impacted Ukraine’s infrastructure, with recent Russian attacks causing significant damage to power grids, resulting in widespread power outages and disruption of essential services.
On the same day as Kuleba’s resignation, Russian strikes hit the city of Lviv in western Ukraine, resulting in seven fatalities and 52 injuries. This assault, utilizing Kinzhal missiles and drones, targeted industrial sites, although local officials dispute these claims, pointing out civilian casualties including the tragic death of a family of four.
The ongoing conflict has seen Ukraine’s military taking bold actions, such as a recent incursion into Russia’s Kursk region, aiming to create a buffer zone to limit cross-border attacks. Meanwhile, Russia continues its aggressive push in eastern Ukraine, particularly in Donetsk, where Ukrainian forces are stretched thin.
The Institute for the Study of War notes that Russia’s strategy appears to be one of attrition, hoping to outlast Western support for Ukraine. As the U.S. presidential election approaches, there is concern about potential shifts in international support.
Kuleba’s departure marks the end of his tenure as Ukraine’s chief diplomat since March 2020. Speculation suggests that Andrii Sybiha, Kuleba’s deputy, may be appointed as his successor. The new foreign minister is expected to represent Ukraine at the upcoming UN General Assembly in New York.
In response to the recent attacks, Kuleba has called for increased Western support, emphasizing the urgent need for air defense systems and ammunition. President Zelenskyy has echoed this sentiment, urging allies to provide more advanced weaponry to bolster Ukraine’s defensive and offensive capabilities against Russian aggression.
As the conflict continues to evolve, Ukraine remains steadfast in its resolve to counter Russian advances and maintain international support amidst escalating hostilities.
